During a special meeting of the Greenville Town Council on Monday, Sept. 23, the Town Council voted to approve the town’s millage rate and budget. Before a vote was taken, Council Member Brittni Brown asked what the difference in revenue would be between the proposed roll back rate of 9.0772 mills and the maximum allowable rate of 10 mills. If the council adopted the proposed roll back rate, it would generate an expected $147,110 for the town. If the maximum millage rate of 10 mills was adopted, it would bring in an expected $161,741. The proposed millage rate of 9.0772 mills was passed on a 4-1 vote, with Brown casting the dissenting vote.
The council then adopted the town’s budget for the 2024-2025 fiscal year. The budget of $6,047,000 was passed on a 3-2 vote, with Brown and Council Member Chiquila Pleas casting the dissenting votes.
There were two resolutions and two ordinances also voted on during the meeting. One ordinance removed the operational title of “CEO/CFO” from the Town Manager’s position. This ordinance passed on a unanimous vote.
Another ordinance related to putting budget procedures in the town’s charter was passed. The vote was 4-1, with Brown casting the dissenting vote.
The council approved a resolution related to town-owned property and an inventory management policy. The resolution was passed on a unanimous vote.
A resolution related to financial controls and authorization policies was also passed unanimously. This resolution contains additional wording to an existing policy that addresses prompt payment to vendors. The new policy also adds safeguards and extra monitoring of the spending of the taxpayers money. Much of this is at the suggestion of state auditors from the Auditor General’s Office, who have been conducting an audit of the town’s books and procedures. The auditors have been making suggestions to the council as they have conducted their work. A final report from the state auditors is expected later in the year.
The next regular meeting of the Greenville Town Council is scheduled for Monday, Oct. 14, at 6 p.m.
