Nelson A. Pryor: Guest Columnist A 1st District Court of Appeals decision for Florida, on Dec. 1, 2023, by 8-2, reversed Judge J. Lee Marsh’s discombobulated 55-page opinion to cut up and end Home Rule for the Big Bend’s Congressional District. Judge Marsh ruled that the existing 2nd Congressional District, Big Bend counties, should be reoriented to make the Congressional District run along the Florida/Georgia line, from Gadsden County to Duval County, making a district about 200 miles
